If your Payoneer card hasn't worked since you got it from Payoneer, then its either you have not yet activated the card from your Payoneer account dashboard or you may have tried the wrong password multiple times on the ATM leading to it getting blocked.
But I think your prob is most likely that of activation
So what you have to do, is log in to your Payoneer dashboard, click on activate and key in the 16 digit number on the card. Insert a four digit pin of choice and voila. Your card will be functional.

You don't have to goto the post office to get your card bro. Why? Because its not a registered parcel.
So you have to wait for the postmen to deliver it at your house.
If you used a Lagos address, the card should arrive in 2 to 3 weeks.
However, other areas might take longer due to the bad mailing system in Nigeria. One I got in Owerri took close to 4 months whilst another took 4 weeks – funny right?.
So if it takes long, its either you make use of Expedite Shipping or use an open Lagos address.
